When a UE initiates, for example, a le download, it rst has to establish a TCP connection with the server. TCP connection establishment involves small packets that can be carried by the RACH/FACH. The state transition from Cell_PCH to Cell_FACH is illustrated in Figure 9.14. Before the UE is allowed to send the RACH message, it has to obtain the necessary information from the system information block that is transmitted on the downlink common channel (i.e., the BCCH). Next, the UE starts with RACH pre-ambles followed by a Cell Update in the RACH message part. The RNC responds with a Cell Update Con rm to move the UE to CELL_FACH state. Cell Update Con rm also includes UTRAN mobility information, which allocates a new radio network temporary identi er (RNTI). Cell-RNTI is used as a UE identi er in Cell_FACH state.
