L2TP/IPSec requires a certificate or pre-shared key to authenticate the client computer. If a user is able to connect from one computer, but not from another, the problem may be that the client computer is not configured with the correct certificate or pre-shared key. By default, ISA Server 2004 enables only MS-CHAP v2 authentication for VPN access. If a client computer does not support this level of authentication, then the user will not be able to connect. In order for a client to be able to connect, the server and client must both be enabled for at least one common authentication protocol. If your ISA Server computer is a member of an Active Directory domain, you must add the computer account to the RAS and IAS Servers group in Active Directory. If the computer is not a member of this group, ISA Server cannot read the user attributes to determine if users have permission to dial in to the network. In order for the users to be able to authenticate for a VPN connection, they must be a member of a group that has been granted access on the ISA Server computer. However, the user account must also have dial-in permissions configured in Active Directory, or on the local computer. Access must be enabled in both places for the user to connect. If you use static IP addresses for VPN clients ensure that the addresses assigned to VPN clients do not overlap with the IP addresses assigned to the Internal network. VPN clients must be able to resolve the IP addresses for all servers that they need to connect to. This could include internal servers and Internet servers if the clients are accessing the Internet through the VPN.
