In Windows Vista and later versions, the system will ignore the user choice made on the logon screen . If you enable the Do Not Detect Slow Network Connections policy setting, this policy setting is ignored . If you enable the Delete Cached Copies Of Roaming Profiles policy setting, no local copy of the roaming profile is available to load when the system detects a slow connection .
