Interestingly, the IP telephony application Skype pursues the opposite strategy: it responds to network congestion with an increase of its sending rate, which effectively pushes away other ows [Ho feld 2006]. Obviously, this strategy is only successful if not applied by all ows. For the time being, however, it works for Skype, and we thus have an example of a QoS-needy application that runs successfully over the Internet. QoS in Computer Networks is therefore still an open issue. The IETF has been developing mechanisms for QoS provisioning and QoS signalling which we will study in this section. Additional information, e.g. on router-level enforcement of QoS is available from [Guerin 1999].
